The difference between the numbers the Jays were floating and what he ended up signing for with LAD was pretty eye-opening. It would appear that LAD was in another stratosphere that no team would likely be willing to match.

And, even if the Jays could have conceivably matched, he was always going to choose LAD anyway.

Oh well. Frankly, as unbelievable a player as Ohtani is, I think that salary is better suited elsewhere and spread across multiple players. (no, I wouldn't sign Soto for anywhere near what Ohtani signed for)

The word after those negotiations was that he was always going to the Dodgers - and that just about everyone in baseball knew it - but Rogers legitimately thought they had a shot with him. He and his agent played the Dodgers for the extra bump on the salary (because originally I think the Dodgers were at $550m, and the Jays were at $600 or $620, I don't remember) - with the plane trick. Suddenly the Dodgers made a "last minute" bid to go from $550m to $700m.

I recall hearing someone say that he was going to go the the Dodgers even if it had been $450m over 10 years.

they cant and wont fix every issue all at once in the off season, but they can vastly improve, and fill holes through the season.
