It has always been a rule. Delay of game is already there. The refs are chickenpoops who won't actually call the game. They want to dictate a pace or control momentum but "not affect the outcome of the game".
I don't mean this one, per se - I mean all cases in all games. The rules are in place for them to do their jobs. Instead we have this idiotic puck over glass penalty because the refs wouldn't call delay of game penalties in the 90s against Jersey - when everyone knew they were doing it.
